Notice of Beijing Intellectual Property Protection Center on Relevant Matters Regarding Patent Fee Payment Services

In order to further deepen and implement the requirements of the "streamline administration, strengthen regulation and improve services" reform in the field of intellectual property rights, and continuously enhance the service level and efficiency of patent fee collection services, the Beijing Intellectual Property Protection Center (Beijing Agency of the Patent Office of the National Intellectual Property Administration) actively promotes the implementation of localized services for patent fee collection business, better meeting the new demands of the public and innovation entities for fee payment services. It has launched bank transfer and counter payment methods for fee payment, providing options for payers. 

I. Payment Methods 

The Beijing Intellectual Property Protection Center (Beijing Agency of the Patent Office of the National Intellectual Property Administration) can provide patent payment services to payers through bank remittance and counter payment. 

(1) Bank Transfer

2. Notes on Bank Remittance 

Please have the payer complete the payment information on the day of the remittance or no later than the next day. To complete the payment information, log in to the "Patent Business Processing System", enter the "Patent Payment Service" module, and submit the "Bank Remittance" electronic payment list on the "Electronic Payment List" page. The website is: https://cponline.cnipa.gov.cn/. If the payment information is completed in full, the date of completing the payment information will be regarded as the payment date. If the payment information is not completed within the prescribed period or the completed information does not meet the requirements, a refund will be processed. 

(2) One remittance slip should be accompanied by one supplementary payment information form. Ensure that the supplementary payment information is consistent with the remitter, account number, bank of deposit, remittance date and amount on the remittance slip. If the payer is paying multiple patent fees at the same time, it is recommended to combine them into one remittance and fill out only one supplementary payment information form. 

(3) Please do not handle bank payment services by making cash deposits. 

(4) Bank remittance can be used to receive domestic patent fees and integrated circuit layout design fees from payers. 

(5) Payers may choose to make payments at any of the local patent agencies of the Patent Office of the National Intellectual Property Administration based on the principle of proximity to their location. Relevant information can be accessed by visiting the official website of the National Intellectual Property Administration - Government Services - Patents - Services - Patent Application Guide - Fees - "Patent and Integrated Circuit Layout Design Payment Service Guide". 

(II) Window Payment 

Payers can go to the business acceptance service hall of the Beijing Intellectual Property Protection Center (Beijing Agency of the Patent Office of the National Intellectual Property Administration) to pay patent fees at the fee collection window. For payments made at the window, the date of payment shall be the date on which the payment is made.

2. Payment Methods 

Payers can choose to pay by cash, WeChat, Alipay, bank card or cheque before 4 p.m. on working days. Between 4 p.m. and 5 p.m. on working days, they can pay by cash or cheque. 

3. Notes on Window Payment 

Before going to the counter to pay the fee, please log in to the "Patent Business Processing System", enter the "Patent Fee Payment Service" module, and go to the "Electronic Payment List" page to submit and print the "Counter Payment" electronic payment list. (2) Window payment can accept domestic patent fees and integrated circuit layout design fees from payers.
